Considering the name 'Legion' has already been used by WoW it'll probably be something else. It might even be released as an expansion of EVE, we just don't know.

For all we know gunjack could just be a way to get enough funding to continue development on legion. I wouldn't be surprised if that were the case because CCP have done it in the past when they were starting development on EVE.
